If this legislation is passed, what is stopping oil companies from just charging more at Vermont (or any other state that does this in the future) gas stations to offset costs?

Potentially, that's great, but I don't think people would notice if it was 10 to 20 cents difference per gallon and in that case the oil company still wins.
The Michigan AG recently announced she is planning to sue fossil fuel companies for their impact and coverup as well! I partially wonder if this is thanks to the groups of kids suing government for failure to implement change that was hitting news last year
